YUGOSLAV GOVERNMENT REPORTS SUCCESSFUL RECONSTRUCTION WORK

The Yugoslav government reviewed in a meeting on Thursday a report on current economic trends in the country, the Yugoslav Information Secretariat said in a statement.

The meeting, chaired by Prime Minister Momir Bulatovic, said that reconstruction work in the country was proceeding well and that the production had started recovering.

The government will continue to implement through its anti-monopoly commission regulations for the prevention of price rise that is not based on economic reasons, the statement said.

In the sphere of monetary policy, stability has been maintained, while the amount of dinars in circulation has not increased.

The government also said that the liberalisation of the foreign trade regime, reductions in customs duties and tariffs on raw materials and some excise duties have started having desired effects.

 

SERBIAN PRIME MINISTER VISITS ZASTAVA AUTOMOBILE INDUSTRY

Serbian Prime Minister Mirko Marjanovic said Wednesday in Kragujevac, central Serbia, that his government would fully implement the program of reconstruction of the Zastava automobile industry, parts of which have already been put into operation.

The residents of Kragujevac will have heating in the coming winter, as priority has been given to reconstructing the heating plant, which is also part of the Zastava industry, Marjanovic said.

After the NATO bombing Zastava was in ruins, but reconstruction endeavours are making it into a modern automobile industry which will manufacture new types of cars, Marjanovic said.

Marjanovic was accompanied by Serbian Deputy Prime Minister Dragan Tomic, Finance Minister Borislav Milacic, Minister without portfolio Slobodan Tomovic and Yugoslav Minister of the Economy and President of the Zastava board of managers Milan Beko.

Beko said that the Serbian government and Zastava workers had done much to reconstruct the plants and resume production.

Marjanovic inspected the plants for the manufacture of Scala cars, tools and four-wheel-drive trucks, the smithy and the Energetika section which provides compressed air, water and power for Zastava and for the Kragujevac heating plant, which had all been destroyed or damaged in the NATO aggression last spring but have now resumed production.

Over 12,000 Zastava workers took part in the reconstruction on a voluntary basis, and the Serbian government has earmarked 809 million dinars as aid to Zastava this year, enabling the majority of workers to return to their jobs.

Over 100 companies which cooperate with Zastava will also be reconstructed and developed, and the government will continue realising its program of assistance to workers who lost their jobs due to the NATO aggression, it was noted during a meeting Marjanovic held with Zastava executives.

 

SERBIAN PRIME MINISTER SAYS REFORMS, RECONSTRUCTION WILL CONTINUE

Serbian Prime Minister Mirko Marjanovic said Wednesday in Kragujevac, central Serbia, that reforms and reconstruction would continue, as the unity of the people and the leadership demonstrated in defense and national recovery demands this.

Meeting officials of the Socialist Party of Serbia (SPS) from the Branicevski district and Kragujevac and local businessmen, Marjanovic said that the way of independence, sovereignty, reforms, development, modernisation, privatisation and economic transformation was the only way to enable the people of Serbia and Yugoslavia to have a better life.

"Our concept is winning in the economy as we have taken the right path of development and reforms, and in the political sphere as we are defending the country, freedom and independence", Marjanovic said.

The government has taken measures for future development aimed at reactivating economic activity and stabilising the market, prices and exchange rate, Marjanovic said.

Reforms are the basis for future development, Marjanovic said and added that the Yugoslav parliament should adopt a series of relevant laws by the end of the year, including several regarding fiscal policy which should enable Yugoslavia's economy to fit speedily in world trends, Marjanovic said.

These programs and reforms will be implemented, as the world is gradually beginning to understand that this is a winning and the only right concept, Marjanovic said.

Serbian Deputy Prime Minister Dragan Tomic, who also attended the meeting, said that the economic and social program adopted by the government during the NATO aggression on Yugoslavia was aimed at providing livelihood to 75,000 workers who lost their jobs when their industries were bombed out.

An optimal number of workers will be employed in reconstructed and modernised industries, and others will find employment in small and medium scale enterprises to be created through the economic and social program, Tomic said.

Pointing to the need for accelerating privatisation, Tomic said it would not be carried out in the same manner as in some countries undergoing transition, which turned out to be catastrophic.

 

YUGOSLAV FOREIGN MINISTER SAYS COLLEAGUES INTERESTED IN YUGOSLAVIA'S VIEWS

Yugoslavia has many friends, and many countries have expressed interest in learning its views on the situation in south-eastern Europe, on the problems hindering the implementation of the Security Council Resolution 1244 on Serbia's Kosovo-Metohija province, and on the ways of finding a lasting, stable and peaceful settlement for the province.

Yugoslav Foreign Minister Zivadin Jovanovic gave this statement to Tanjug and Politika daily reporters Wednesday at the Palace of Nations, wrapping up his very active and fruitful diplomatic activities in New York, where he has met top officials from over 50 countries over the past few days.

Jovanovic said that all officials he had met had expressed full readiness for developing relations and cooperation with Belgrade. They expressed their unequivocal support to Yugoslavia's endeavours for the full implementation of the Resolution 1244 in order to resolve the Kosovo-Metohija problem by political and peaceful means through dialogue within Serbia and Yugoslavia, and to preserve the multiethnic, multicultural and multiconfessional character of the province, he said.

They also clearly and strongly condemned terrorism, violence and ethnic cleansing underway in Kosovo-Metohija in the presence of UN peacekeepers, Jovanovic said.

Jovanovic pointed to fears that the Kosovo-Metohija issue would lead to a transformation of the UN into an umbrella for ethnic cleansing and terrorism, and that terrorism would be legalized, which is absolutely unacceptable and contrary to the principles of sovereignty and territorial integrity of states.

Yugoslavia expects the Security Council to show responsibility and maintain its role as defined by the UN Charter, and hopes that it will not give in to attempts at transforming it from the supreme world body in charge of international peace and security into a simple mediator for regional organisations, especially NATO, Jovanovic said.

 

YUGOSLAV FOREIGN MINISTER MEETS WITH UN GENERAL ASSEMBLY PRESIDENT

Yugoslav Foreign Minister Zivadin Jovanovic met late Wednesday with Namibian Foreign Minister Theo-Ben Gurirab who currently presides over the UN General Assembly.

Jovanovic used this meeting at the close of his several-day visit to the UN headquarters in New York and lively diplomatic activity to stress key points concerning the consistent implementation of UN Security Council Resolution 1244, urged by Yugoslavia and most of the UN member states.

Gurirab voiced support for and commitment to the full and consistent implementation of the resolution.

He also strongly backed the respect for the principle of Yugoslavia's sovereignty and territorial integrity, underlining that it would be highly dangerous to allow any precedents violating the UN Charter and the international legal system.

The General Assembly is not going to sit on its hands but it will make great efforts to create conditions for strengthening the existing principles and will do all it can to prevent precedents, he said.

Jovanovic congratulated Gurirab on his appointment to the post of General Assembly president, saying that the one-year office was of major importance because of the sensitive position of the United Nations and the world at the turn of the millenniums when strong tendencies towards disrupting the existing world order, peace and stability in the world were at work.

Jovanovic, who met with Gurirab also at the start of his visit to the UN headquarters, held talks also with ranking officials and delegation heads from more than 50 countries and top officials of the UN Secretariat, the General Assembly and UN specialised agencies.

 

JOVANOVIC CONFERS WITH UN HUMAN RIGHTS COMMISSIONER, ARMENIAN COLLEAGUE

Yugoslav Foreign Minister Zivadin Jovanovic met late Wednesday with UN Human Rights Commissioner Mary Robinson and his Armenian counterpart Vartan Oskaniyan.

The Jovanovic-Robinson talks dealt with cooperation in solving humanitarian issues in Yugoslavia, specifically those concerning refugees and displaced persons.

Jovanovic pointed to a large-scale violation of basic human rights of Serbs, Montenegrins and other non-Albanians in the Yugoslav republic of Serbia's Kosovo and Metohija province on the part of the ethnic Albanian terrorist organisation calling itself Kosovo Liberation Army (KLA), and criminal and other gangs.

He said that the worst of it all was that this violation of human rights was taking place in the presence of the UN peacekeeping force KFOR.

He pointed to the position of Serbs in Kosovo and Metohija's locality of Orahovac, calling for the lifting of the blockade of the local Serbs and Montenegrins by ethnic Albanians. He also urged that Robinson help find out what has happened to about 400 Serbs and Montenegrins who have been abducted over the past three months.

He said that the sanctions and embargo imposed on Yugoslavia by some countries and international organisations represented the most massive and most flagrant violation of human rights imaginable.

In this connection, he said that making it impossible to import fuel and all that needed for dealing with humanitarian problems facing the population and placing obstacles to the reconstruction of hospitals, schools, housing facilities, roads, bridges, and water and power supply systems was the grossest violation of human rights possible.

Jovanovic told Robinson that the United Nations and its specialised agencies should engage in eliminating all obstacles to offering humanitarian assistance and in dealing with humanitarian issues in Yugoslavia.

He also pointed to attempts to compound humanitarian problems faced by Yugoslavia, saying that the factors of such one policy were evidently hoping to incite dissatisfaction among the population and turn it against the government in order to 'pardon' those responsible for the aggression on Yugoslavia and marginalise the devastation caused in the country.

He also said that some countries which were trying to continue the aggression on Yugoslavia through different means were violating international conventions in the area of the freedom of information defining also regulations on frequencies.

Robinson said that she urged impartiality in solving all humanitarian problems and an unbiased approach to all issues in the human rights field. She said that this constituted the basis of her activity and work both within the United Nations as well as in making contacts with individual UN member states.

She said that she was satisfied with cooperation to date with the Yugoslav government and conditions of work of the UN human rights commissioner's office in Belgrade. She said she was confident that cooperation between them would continue in the same spirit.

In the talks with the Armenian foreign minister, Jovanovic pointed to immense damage incurred by NATO on Yugoslavia and to victims of the aggression and devastation caused in the country.

He also informed Oskaniyan about the situation in Kosovo and Metohija where ethnic Albanian terrorists continue to commit violence and pursue ethnic cleansing of non-Albanians.

Oskaniyan said that Armenia had offered moral support to Yugoslavia and that it deeply sympathised with the Yugoslav people.

Readiness was voiced to promote cooperation and traditionally good relations between the two countries, with Oskaniyan stressing that his country would back Yugoslavia's full engagement in the United Nations and other international organisations.

 

YUGOSLAVIA PROTESTS WITH EUROPEAN UNION COUNCIL

The charges d'affaires of the Yugoslav mission at the European Union (E.U.) in Brussels, Nikola Lukic, on Wednesday lodged a protest with the E.U. Council warning about the deteriorating situation in Kosovo and Metohija and demanding urgent measures for stopping the suffering of the non-Albanian population there.

The letter insists on the consistent respect of UN Security Council Resolution 1244 and calls for the implementation of all measures to regain the trust of and secure normal living conditions for all the citizens of Serbia's southern province.

The situation is deteriorating on a daily basis and there is no time to be lost, the letter said demanding action by the E.U. Council and the other E.U. corresponding organs in taking concrete steps in keeping with Resolution 1244.

The letter warned that since the deployment of the international peacekeeping force (KFOR) and the arrival of the UN Civilian Mission (UNMIK), the situation in Kosovo and Metohija has been worsening, with ethnic cleansing being carried out and killings, kidnappings, torching of houses and looting a daily occurrence.

Under pressure by the ethnic Albanian terrorists, more than 250,000 Serbs, Romanies, Goranci, ethnic Turks and other non-Albanians have so far left Kosovo and Metohija.

The best example of the non-implementation of Resolution 1244, or the direct violation of its provisions, is the illegal setting up of the so-called Kosovo Protection Corps, which has no justification or basis in Resolution 1244, just like the demilitarisation of the so-called KLA is nothing else than a simple change of name and uniform.

The letter recalled that on Tuesday another terrorist attack was carried out in the village of Bresje, close to Kosovo Polje, when two persons were killed and over 30 wounded.

The letter called on the E.U. Council to take decisive and immediate steps in keeping with Resolution 1244 to establish a safe environment, peace and normal living conditions for all citizens of Kosovo and Metohija in order to save its multiethnic character.

 

SERBIAN JUSTICE MINISTER JANKOVIC RECEIVES UN OFFICIAL BARBARA DAVIES

Serbian Justice Minister Dragoljub Jankovic received on Wednesday the head of Yugoslav office of the UN High Commissariat for Human Rights, Barbara Davies.

Davies informed Jankovic about the start of the work of a committee mainly concerned with finding the location of persons who were captured or detained in the region of Kosovo and Metohija and to enable these persons to contact their families.

Since the committee deals both with Serbs and ethnic Albanians, Davies asked about the position of ethnic Albanians kept in prisons outside Kosovo and Metohija.

Jankovic hailed the setting up of the committee and demanded that it make maximum efforts to find the Serbs who disappeared in Kosovo and Metohija and to secure their release.

After underscoring all the human and legal difficulties of the Serbs held by KFOR, Jankovic demanded that all of them, especially those in Prizren, are treated correctly, as has been done for the ethnic Albanians, and in keeping with the laws of Serbia and Yugoslavia.

 

SERBIAN NATIONAL ASSEMBLY: CRIME AT MARKET IN KOSOVO POLJE ORDERED BY THAQI

Tuesday's crime at the open market in Kosovo Polje came after Hashim Thaqi openly called on his followers to continue the ethnic cleansing of Serbs and other non-Albanian communities in Kosovo and Metohija, the Serbian National Assembly the Kosovo district, located in Gracanica, has said.

Underscoring that the Kosovo Serbs were proven right in doubting that ethnic Albanian terrorists would disarm and that KLA would be demilitarised, the Serbian National Assembly stated that this was a farce and that the creation of the Kosovo Protection Corps represented the mere cosmetic transformation of murderers and criminals.

Jackson and Kouchner are to blame for this typical murder to order (at the Kosovo Polje market) and the most recent Serb victims because by signing the agreement on the formation of the Kosovo Protection Corps they have legalised ethnic Albanian terrorism and crime, the Serbian National Assembly said.

 

SECURITY GUARANTEES ONLY IN STATEMENTS

At about 9 p.m. Wednesday, after failed negotiations with a four-member Serb delegation from Kosovo Polje, Bernard Kouchner and Gen. Mike Jackson tried directly to address citizens of Kosovo Polje and nearby villages and assure them that the United Nations mission and force are ready to provide peace and security.

However, already with his first words, Kouchner showed that he did not actually mean this. When asked how long the exodus of Serbs will last under alleged protection of the UN forces, he said 800,000 ethnic Albanians had been banished from Kosovo and Metohija during the NATO air strikes on Yugoslavia, and a large number of them killed.

Serb delegation member Dr. Zoran Grujic asked Kouchner and Gen. Jackson, since they had efficiently returned all 800,000 ethnic Albanians to Kosovo and Metohija in eight days, they should return the about 300,000 banished Serbs in at least 15 days.

However, except for promising to step up security forces, which was done with reinforcements of Italian carabinieri, the other demands were not met, so that citizens decided to keep the barricades. Meanwhile, they also blocked roads in the village Preoce and all approaches to Strpce.

Leaving Kosovo Polje, Kouchner promised to meet the delegation again today and discuss their demands. He reiterated his stand, however, that the delegation must include ethnic Albanians, although he is well aware that only the security of Serbs and other non-Albanians is jeopardised in this area. 

 

SERBIAN GOVERNMENT COUNCIL - KFOR ENABLES TERRORISTS TO COMMIT VIOLENCE

The Serbian government council for population, family and children has said that, instead of protecting all ethnic groups in Kosovo and Metohija, the UN peacekeeping force KFOR and the UN civilian mission (UNMIK) have created room for ethnically-motivated violence by the ethnic Albanian terrorist organisation calling itself Kosovo Liberation Army (KLA) and continuation of its anti-Serb activity as well as conditions in terms of regulations and institutions for the 'Albanisation' and secession of Serbia's southern province.

In a meeting on Wednesday, the council said that NATO's aggression had hardly ended when Yugoslavia and its population became the target of new threats.

Reviewing the need for estimating losses and damage incurred on the Serbian population during NATO's March 24-June 10 aggression on Yugoslavia, the council said that total war and genocide continued in the heart of the Balkans through KFOR's and UNMIK's monstrous collusion with KLA's terrorism.

The council said that the fourth wave of genocidal ethnic cleansing, which was in progress in Kosovo and Metohija, was being pursued through ethnic Albanian terrorists' cooperation with KFOR and UNMIK.

It said that, following a wave of refugees who had fled Croatia after its forcible session from the former Yugoslavia and drastic expulsions of Serbs from their ancestral lands and following the expulsion of Serbs from Bosnia-Herzegovina, new genocide was being committed, which would not have been possible without support by the United States, Britain, Germany, France and a dozen other NATO member states.

Attempts at genocide would have failed if these countries had not been behind them as well as the U.S. interest in establishing control over the Balkans.

The council said that more than 200,000 people were in some way or another the victims of this genocide targeting Serbs, Montenegrins, Romanies and Moslems living in Kosovo and Metohija but posing a threat also to other ethnic groups in the province.

It said that KLA's, KFOR's and UNMIK's joint programme was the grossest violation of basic human rights and the most heinous crime against civilians. The programme is being carried out under the concept of a national state as a negation of co-existence of people and communities of different ethnic and religious origin, language and culture, it said.

The council also said that it was encouraging that the practice of genocide against Serbia is being condemned throughout the world in these terrible times and that it had led to support to the Serbian people to endure all hardships.

In the light of all that, the council takes the view that it is vital to take necessary measures to protect people who have been expelled from Kosovo and Metohija and in particular non-Albanians remaining in the province. 

 

ETHNIC ALBANIAN TERRORISTS STONE MINERS

Ethnic Albanian terrorists attacked on Wednesday morning a group of miners on their way to work in the Trepca mines on the Kosovska Mitrovica - Stari Trg road.

The ethnic Albanian terrorists blocked the road and then stoned the trucks and other vehicles transporting the miners who were heading towards Trepca's biggest mine - Stari Trg. The workers were forced to return to Kosovska Mitrovica.

The French peacekeepers within KFOR did not even try to remove the barricades and prevent the large mass of ethnic Albanians from stoning the miners.

  

FOREIGN JAMMING OF YUGOSLAV RADIO AND TV FREQUENCIES REVEALED

The Federal Telecommunications Ministry has announced that the jamming of the frequencies of Yugoslav radio and TV stations from the territories of neighbouring countries represents the violation of the sovereign rights of the Federal Republic of Yugoslavia, the head of the Yugoslav standing mission at the Geneva UN seat, Ambassador Branko Brankovic, said in a letter to International Telecommunications Union (ITU) General Secretary Yoshio Ucumi.

Brankovic stated that "the sovereign right of every country is to regulate its own telecommunications in keeping with international standards." He recalled that the actions against Yugoslavia "threaten the existing system of international telecommunications."

Brankovic set out that Yugoslavia respects multilateral agreements on the interstate coordination of frequencies. Broadcasts on the frequencies which have been allocated to Yugoslav radio and television stations according to international plans, or on frequencies which would jam the Yugoslav electronic media, represent the flagrant violation of the basic plan for the allocation of frequencies as set by ITU and of the media freedoms in Yugoslavia, Brankovic said.

  

KOSOVO POLJE SERBS DEMAND IMMEDIATE KFOR DEPARTURE

A Serb delegation met representatives of international KFOR peacekeepers Tuesday evening in Bresje, near Kosovo Polje, and demanded that KFOR immediately leave the area as it is obviously unable to protect its Serb population.

Ethnic Albanian terrorists killed two and injured over 40 people in a bomb attack Tuesday at a market place in Bresje.

The Serbs also asked the head of the UN civilian mission in Serbia's Kosovo-Metohija province Bernard Kouchner to spare an hour from his socialising with the leader of the self-styled KLA for a meeting with Serbs from Kosovo Polje.

The meeting was attended also by the President of the Kosovo-Metohija Interim Executive Council Zoran Andjelkovic.

The Serb delegation told KFOR and UNMIK representatives that the killing of four Serbs in the past three days demonstrated KFOR's inability or unwillingness to ensure peace and safety and halt chaos and violence, and testified to the plight of Serbs in the Kosovo district.

The delegation said that KFOR knew that the bomb attack in Bresje had been launched from the ethnic Albanian Sala family house and that it had moreover known the attack would be launched 12 hours in advance, but had done nothing to prevent it. KFOR's behaviour has caused distrust among Serbs, who believe that the KLA sees the peacekeepers as its direct supporters, the delegation said.

KFOR demonstrated its support to terrorists also by physically assaulting Serb protesters at the very moment when 42 injured in the bomb attack lay bleeding. This cannot be forgotten, the delegation said.

The Serbs demanded KFOR's departure also because it had authorised ethnic Albanians to take over by force all public companies and state institutions in Kosovo Polje.

UNMIK chief Kouchner and KFOR Commander General Michael Jackson were scheduled to receive a delegation of Serbs from Kosovo Polje some time Wednesday.

 

ALLIANCE FOR CHANGES ENGAGES CRIMINALS TO CAUSE UNREST

Socialist Party of Serbia (SPS) spokesman Ivica Dacic said on Thursday that the Alliance for Changes had entered the final stage of its disintegration by engaging criminals to cause unrest and attack police who keep the law and order.

Speaking at a press conference, Dacic said the criminals had obviously earlier prepared themselves for attacking police, as they had hurled bricks, stones, stone blocks, and sticks at policemen.

"Every political activity in this country is free and permitted," Dacic reiterated, when asked by reporters about a possible ban on the alliance rallies following last night's incident.

Dacic said police were obliged to secure law and order, and that there will be no incidents if law and order are not violated.

 

SOCIALIST OFFICIAL SAYS AGGRESSION ON YUGOSLAVIA CONTINUES

Member of the Socialist Party of Serbia (SPS) main board executive committee Prof. Momcilo Babic said that the aggression on Yugoslavia is being pursued through various forms of pressure and blackmail by a part of the international community and subversive activities of a part of the local opposition at the dictate of world power centers.

In an interview to Radio B 92, Babic expressed concern over the intensifying aggression through subversive activities which are undermining Yugoslavia's territorial integrity and sovereignty as a result of the global domination by a big power which is using NATO as an instrument of its policy.

The political situation in Yugoslavia is becoming more complex due to non-compliance with the Security Council Resolution 1244. The UN civilian mission UNMIK and international peacekeepers KFOR in Serbia's Kosovo-Metohija province are not doing their job but are guided by the political interests of world power-wielders, Babic said.

As a result of this policy, terror in the province continues against Serbs and other non ethnic Albanians, causing their mass exodus, especially under pressure by gangs infiltrated from Albania, Babic said, expressing his deepest indignation at the terrorist attack on Serbs in Kosovo Polje Tuesday.

The brutal massacre in which two people were killed and over 40 injured should be most strongly condemned by all world media, but they have shown little interest, Babic said.

The economic and social situation in Yugoslavia is very difficult due to the severe sanctions imposed by the international community seven years ago. The only way out is through self-reliance in reconstructing the economy and infrastructure devastated in the NATO aggression last spring, Babic said.

Aggression on Yugoslavia continues also at the domestic political stage through subversive activities of NATO supporters who are attempting through street demonstrations throughout Serbia to topple the legally elected authorities, disrespecting the institution of elections, Babic said.

The SPS has no reason to avoid elections and will respect the will of the people if justified, but will not accept foreign election monitoring as this is the idea of the architects of the Rambouillet and Paris documents, Babic said.

 

TESLA'S COLORADO SPRINGS EXPERIMENTS ON EXHIBIT

An exhibition of Nikola Tesla's experiments performed in Colorado Springs a hundred years ago opened at the gallery of the Serbian Academy of Sciences and Arts in Belgrade late Wednesday.

Tesla is one of the greatest Serbian scientists in the area of large generators of high-frequency electrical currents. Photographs of his experiments, his daily records of events, correspondence with prominent figures of the times, a model of his lab and transformers, and the development of Tesla's oscillator through patents are presented.

The exhibition was opened by gallery Manager Aleksandar Despic, and academy corresponding member Aleksandar Marincic.

Marincic said the exhibit was an occasion again to present to the world public Tesla's research in Colorado Springs.

Nikola Tesla (1856-1943) was in Colorado Springs from June 1, 1899, until Jan 7, 1900, where he set up a laboratory in Pike Peaks.

One of the greatest inventions of this period is the high-frequency transformer without a nucleus - so-called Tesla's transformer, which is today the basis of countless modern instruments, from spark plugs to microwave ovens.

In Colorado Springs, Tesla discovered that the planet Earth could be compared to a giant condenser, which can be forced to oscillate at certain frequencies.

New World Order Is Destroying Civilization

Interview with the famous Russian philosopher Alexander Zinovyev, renowned critic of totalitarian communism and a "dissident" , was broadcast by the Serbian Radio Television. It was lead in his new Moscow home by Branka Culjic

 

You left Russia 21 years ago. You were then a great opponent of Stalinism and a dissident. In your book you very critical of that system. Now, after 21 years, also in a very critical mood, you are leaving the West. What happened?

Alezxander Zinovyev: First, I have never been a dissident. I criticized the Russian society, butjust as Zinovyev, as an individual and I had nothing to do with dissident movement. Second, I never criticized Stalinism. I criticized the Soviet society in the form it was created in Brezhnev's era. I was an anti-Stalinist in the years when Stalin was alive. Then I was arrested as an anti-Stalinist, they threatened with the serious punishment and I stayed alive only by chance. After Stalin's death I stopped being an anti-Stalinist. The dead Stalin could not be my enemy. Then all former Stalinists became anti-Stalinists.

I have never been the West's fan. I had known and know now what, in fact, the western world is. But then the danger of communism for the whole world was a real danger and I knew what that could lead to. Every single-polar system, the system in which there is only one system (no matter what kind it is - communist or western) represents a danger for the whole mankind. Then the great changes occurred.

The Soviet Union was defeated in the cold war. The Soviet bloc was destroyed, the Soviet communism was destroyed. I have not changed my view on communism, the situation is changed in the world and the subject of my criticism has changed. I do not hit he ho is already on the ground; communism was already defeated and I could not criticize it. The subject of my attention became what started to happen in the Soviet Union and Russia.

 

You left Russia when it was still a big power, one of the two biggest in the world. Today you returned from the West when Russia, as Solzhenitzin says, is "Russia in ruins". How does that feel?

A.Z.: I must say that Solzhenitzin is among the people who are to be blamed for breaking up of Russia. He was an ideological leader of Russian enemies and its destroyer. When he speaks like that, it is an amazing hypocrisy. And if he suffers, that is the punishment that he committed against Russia and Rusain people.

Since 1985 I have been saying that defeat of the communist system would mean the defeat of Russia too. As a scientist I came to the conclusion that communist system was the system that suited Russian people best and that defeat of communism would mean the defeat of Russia.

And western strategists of the Cold War knew that perfectly well. They used the attack on communism as a reason to defeat Russia, the second superpower on the planet.

Then I became the witness of this destruction. I wrote many books, hundreds of articles, gave interviews and held public lectures. For a long time I have been wanting to come back to Russia, but it was hard to make it happen.

The decisive moment that made me come back with my family, my wife and daughters, was the situation in Serbia. I foretold the events in Serbia many years ago. I think that Serbs should remember those theories of mine. Because of them, and because of defending Serbia, I lost a great deal in western Europe and in the West in general. The attitude towards me worsened suddenly both in media and among authorities. I became person non grata in the West.

 

What do you think about European left wing’s (Social-democrats, greens, peace movements), bombing of Yugoslavia, Serbia? Social unrest, i.e., turning point in Europe was brought about by Socialist coming into power. How do you explain that?

A.Z.: It’s an amazing phenomena. In my opinion, all socialists, communists too, betrayed the ideals, not only ideals of socialism and communism, but also ideals of democracy. Now the western totalitarianism or "democratic totalitarianism" is winning.

There is one colossal example that astounded me the most: if we go back in the past - I remember the 1936 when fascists attacked Spain and the intelligence of the world and many others - volunteered to fight there. And here, in front of the eyes of the whole world, there is a defenseless nation that did not attack anyone and that was slandered. Everything that western propaganda wrote about the situation in the Balkans is nothing but a lie. Serbs were represented as villains, although others were villains.

This was not only about deliberately misinforming people. The amazing thing is that they knew. It's amazing that western socialists and many liberals and western Europe intelligence betrayed the ideals of humanism, democracy…

And what did others do, for example Joscka Fischer? It was one of the most profane things of all, as well as the behavior of the German socialists and the German government in that situation. In that time I lived in Germany and everything reminded me of Hitler era.

The German propaganda looked like an extension of Gobbles` propaganda, and behavour of the German authorities looked like extension of the Hitler's policy. They were trembling with impatience and desire to take part in the pogrom operations.

 

Who actually rules the world today? Previous epochs had their ideologies. What is the ideology of that western totalitarianism, that western dictatorship?

A.Z.: It's wrong to say that every epoch has its own ideology. In each epoch there are forces with different ideologies. The whole period of the Cold War there was a period of struggle between two opposite ideologies - ideology of communism and ideology of the West, as I call it. Now they are representing that struggle as a struggle of good and evil. It`s a known fact that Reagan used to say that USSR was "empire of evil". And on the other side there were forces of good. Nothing like that existed. There was a struggle, a rather serious struggle, for the world domination.

If communism had won, it would have established its world domination. Would that have been for the better of for worse? There is no absolute good, nor there is an absolute evil! But so it happened that the European communism headed by the USSR was defeated. The West led by the Americans won. And now they impose to the whole western world and the defeated communist countries of the Eastern block their values and their ideology. And they impose it by force.

What are they guided with? Roughly speaking, they are guided by very simple ideas: they are conquering the world for themselves. Thanks to the defeat of the Soviet block and the western aggression in all parts of the world, that western world is, in fact, saving itself from the crisis. And it is getting richer! Americans have made for themselves the living standards they never had. They made it by robbing the whole planet, based on their victory! It's a simple ideology - ideology of plunderers, ideology of the people who have an enormous power.

When Hitler was conquering European countries and wanted world domination, he did it openly and today's masters of the western world that want to dominate the whole Planet, hide it. Some time will pass and they will have to speak about it.

 

You spoke that Your criticism of the West did not have much chance to reach the ocal readers. Censorship is today in the West much bigger that in the former Soviet Union, however absurd it may sound. Please tell us who actually rules the world and are the media one of the levers of that ruling?

A.Z.: When a question who rules the world is asked, they often think about an existence of some group of people, or something similar to the parliaments of western countries. The situation is, in fact, a lot more complicated. As far as I studied the western world, I established the following: above the western countries, from the "material" that exists in those countries, a global supra society was formed; that a gigantic integration, completely new, something that never existed before and included in it are, in my opinion, over 50 million people; it consists of international supra national banks, economic empires whose zone of activity are all west-European, western countries and the whole planet; and especially all the mass media that actually control those supra societies and are their weapons.

That global supra society possesses 60 or 70 percent of world's resources and controls them. It controls the armed forces of USA and NATO. They have penetrated all parts of the planet, they are everywhere. That global supra society is self-structuring. In there is also a hierarchy and levels of management. Of course, on the top are the highest management circles. It is a managerial elite and not just two or three men. Those are enormous integration. So, to the question who rules the world, I can answer: study the structure and you will see that it is not one bank, two banks, those are giant financial integration. At the same time, their relations are mostly hidden.

This supra society manipulates the western society and the western society tries to establish domination over the rest of the mankind and tens of millions of people in the planet already performs the function of managers.

 

That process of creation of supranational governments, i.e. canceling of nationality and national states, is very pesimistic. Do they in Europe, in France and Germany for example, realize that we are heading towards the destiny of American Indians? What is, in fact, European Union today and are they aware of these processes ?

A.Z.: First of all I must say that destiny of American Indians awaits primarily our people, the Serbs and Russians. The Serbs because they are the last resistance to the Western Europe, just because they are Serbs. Because they are capable of resisting, one way or another. Russians because in the history of mankind they brought their own line of evolution that differs from the Western one. Russians in the circles that are ruling the Western world are considered to be genetic communists.

The task ahead is not just destroying communism in Russia but to wipe from the face of the earth Russia as such and Russian people. Even more than that - to erase from the memory of the majority of world's population everything we have brought into the history of mankind. The peoples of Western Europe are not to experience such brutal destiny as our nations. Our nations are an exception. But the people of Western Europe will get their "share". For the time being they are supporting that line Americanization and globalization because they also have some benefit from that. But in the West they are already beginning to feel what is going on. In any case, the end of European civilization is nearing, because it is generally defeated, finished, and in its place comes the new supra civilization, American or Western, as they call it. In Western Europe some circles are benefiting and some are losing. Those who are losing we can see in the West rallying and protesting daily, but people still do not see what is going on. They do not realize the depth of the danger.

I have already spoken that the majority of west-European nations had started on the road of betraying of democracy and their civilization. Just observe what is going on in Germany and other countries: out of ten movies nine are American.

American music, American dances are being imposed, awards are being given mainly to Americans…

 

You say that in the West they might still fight against all that but that in Russia they surrendered. That process of globalization and destabilization has gone far in Russia. What is the way to resist it?

A.Z.: Russia will not be brought to its knees, but that is so for a simple reason that it is already lying down. It is defeated and all those people participated in defeating Russia. They betrayed our country, they betrayed our ideals.

How can one resist? That is a problem. History has not yet said its last word and I will mention lines on which, in fact, there is resistance: there still exists the communist China that is not easy to deal with. Global society, the supra society I am talking about, thinks that 21st century will be the century of defeat of China. By the way, there is role intended for Russia in that war against China. It is the role of anti-Communist bastion. They will use both Russia armament and army against China. Masters of the global society are planning that in the war against China the West can lose 30 to 50 million Russians. They want to wage war using someone else, and they have no pity for the Russians.

The western world is not united enough yet. There are contradictions, very deep contradictions between the United States and Western Europe. Western Europe now strives to get united. No matter what they say, deep down it is an attempt to create integration capable of competing with the U.S.A. If It succeeds in that, Western Europe can overwhelm the United States in many spheres. Together with Japan, it is a strong competition. However, the countries of the Western Europe are not united. Ones are for globalization, others are against it, population, representatives of culture and intelligence, the youth suffer. Russia is defeated, but they want to use it and to use it the way they want to.

 

It seems that leaders of the New World Order adopted a strategy of continuous violence: it seems that conflicts will arise one after another in the future. Is that a technique of global control?

A.Z.: The problem of control should not be simplified. The detailed theories were developed concerning this issue: control strategy, and tactics and means of control. Inflaming of conflicts is only one of the methods of control. It does not mean that in future the same means will be used. The thing is, great number of people are engaged in the system of control on the level of global supra society in the western world in general. There are numerous centers there, huge intelligence forces and intellectual techniques are concentrated. And all serious actions are assessed and calculated. The most optimal option is selected. Of course, the current policy influences the option to be chosen: dozens of possibilities are usually considered, and several of them are chosen. It`s very flexible system.

Americans achieved what they wanted. When they say the operation was successfully carried out, its was really successfully carried out. Only, do not think that the operation is over – it is only the first phase! The next phases are prepared too.

I believe that Serbia, if they decide to save it as a country at all, will sink into terrible condition, the same as Russia.

 

There is a Serbian saying: "Every force will meet its end". Is it possible to see some kind of seed in the West that would bring about not the destruction of that force, but perhaps a beginning of a rule recognized by history that every empire has its beginning and its end?

A.Z.: Everything is temporary in the history of mankind, but no one can say how long it will last. It took more than three hundred years for the Roman Empire to fall. Every power turns into weakness after some time. But after how long? Before it turns to weakness, use up all its power, many years have to pass. But nowadays it might take only a few years to destroy a nation.

With destructive weapons that are at disposal of the United States and global supra society, a huge country like Russia could be militarily liquidated in two weeks. If a global war begins, they could transport million-strong contingents of soldiers. Not dozens, not hundreds, but I repeat, millions of people.

 

You say that we are facing the beginning of new epoch. Fukuyama writes that this is the end of history. Other say that 21st century will be the century of unprecedented violence. What do you think will happen?

A.Z.: Regarding Fukuyama's opinion, I think it is a nonsense in western style. They are blowing this thing up out of proportion only because someone in the west said it. There is no end of history nor will be. The end of history will come when the mankind disappears, when the planet disappears. The history continues, but what kind of history? In the second part of this century a great evolution breaking point took place.

The essence of it is that societies are replaced by new social integration, supra societies. The history will continue to develop that way, and it might last for thousands of years. For now it is hard to make categorical conclusions, but this fact must be recognized. It is a fact that the power is on the side of the western world and global supra society that unites the western world. And no end can be seen to that.

It is over with democracy! The epoch of cruel dictatorships, totalitarianism and violence is coming. But the forms of violence are changing. In the WWI it took a few years of shooting and dropping bombs to kill several million people. In the WWII twenty million people were exterminated in Russia, and the war lasted as long as the first one. Now it is possible, and there are such plans, to reduce the Russian population by 30 - 50 million, to cut it down by half by killing fifty million people. And it will be achieved without a single shot. How? By reducing birthrate, increasing mortality, narcotic addiction, birth-control, alcoholism, etc.

 

Unfortunately, the process of globalization of the world can not be stopped so fast. The colonial democracy is very strong. It is all so very pessimistic. Your forecasts provoke concern. However, is there anything that could still inspire a spark of optimism?

A.Z.: I will answer you as a theoretician. According to the laws of nature, society laws, the world I am talking about, this simple uni-polar world will not exist long in this form - uni-polar form. And other theoreticians say that the world should be multi-polar. The world can not be uni-polar, but the western world itself will be split up. The rift will take place inevitably, the struggle will take place, but in another dimension, among another kind of people.

What I said is an attitude of a theoretician. But there is another approach. It is an attitude of a man who lives in those conditions. My attitude as a Russian, Zinovyev, who has children and grandchildren, is that I see only one way out. Regarding that, I will give one example: at the beginning of the war, my unit was surrounded by huge number of Germans, who outnumbered us ten times. They had first-class weapons, and ours were bad. We all concluded it was a hopeless situation and that we were doomed. Half of us decided: were are doomed, so will surrender. They surrendered and Germans killed them all. Aniother half decided: we are doomed so we will fight to the end. And we fought and some of us survived, they managed to get through. Both Serbs and Russians are in the same situation now. The enemy is powerful, the enemy is ten times stronger than us. We have only one way out, everything else is capitulation. As a man of these views, I fight in my own way. If an armed conflict starts, I will fight for Russia and Russia people as an ordinary soldier regardless of my age.

This is why I admire Serbs. I do not see any other way. The whole world is against them, and they still resist. And they still exist.
