LONDON -- NATO aggression on Yugoslavia was illegal and unsuccessful, distinguished British lawyer and international law expert Mark Littman said in a study published Friday.

In the study "Kosovo - Law and Diplomacy," published by the London Centre for Political Studies, Littman specified that NATO aggression had constituted a violation of all international law rules.

The British expert said that under the international law rules, the use of force was possible only in defense or with the permission of a United Nations resolution, neither of which he stressed had been the case with NATO.

Littman said that the British government had also violated its own rules of the use of force, introduced by the Foreign Office for the so-called "humanitarian interventions."

According to Littman, aggression on Yugoslavia was also unsuccessful because it led to a genuine humanitarian catastrophe and failed to resolve the issue of Serbia's southern province of Kosovo and Metohija.

The British expert does not fail to mention the chance missed at Rambouillet. He specifically accuses the British government and its ministers of tricking the public and Parliament with claims on the existence of legal grounds for NATO aggression.

It is because of these manipulations that Britain has avoided appearing before the International Court of Justice and explaining its role in NATO aggression on Yugoslavia, according to Littman.

The British expert underscored that the time had come for a re-examination of NATO aggression, since he said Britain must share the moral responsibility for what its democratically elected leaders had done.
